On 13 June 2025, the Financial Action Task Force (FATF) released its latest update on jurisdictions under increased monitoring—commonly known as the “grey list.” These jurisdictions have committed to addressing strategic deficiencies in their regimes to combat money laundering, terrorist financing, and proliferation financing, and are actively working with FATF to implement action plans within agreed timelines.

FATF emphasizes that enhanced due diligence is not automatically required for these jurisdictions. Instead, FATF encourages the application of a risk-based approach, taking into account the progress made and the remaining strategic deficiencies. Countries are also reminded to avoid disrupting legitimate humanitarian aid, NPO activities, and remittance flows, in line with UN Security Council Resolution 2761 (2024), which provides humanitarian exemptions from asset freeze measures.
